Hi Rhonda,
A friend and I drove past that house on Sunday morning and noticed the “lifter” and speculated that it was to help with hanging the Christmas lights.
The Christmas lights are just magical at that house!
It looks like they’ll be done decorating soon! I will be posting a photo…my goal is to have one Christmas/holiday photo per day in the month of December… neighbors are welcome to submit photos of their home too! 🙂
